The posts above tell you. difficulty offset of 1 means base levels of 1-30. The override line is the multiplier, applied to the base levels. so override set to 5, and difficulty offset of 1 makes makes level 150. 1-30 x 5 = up to 150. Same as officials.

The cap was a response to dinos on the centre hatching wild then being knocked out to get tamed again reaching crazy levels which is why ALL dinos over lvl 450 were wiped.
